- Về lý luận: luận án góp phần làm rõ những vấn đề lý luận về quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH như: đặc điểm của bệnh viện có liên quan đến công tác PCCC và CNCH, phân tích các yêu cầu và điều kiện an toàn về PCCC đối với bệnh viện; xây dựng khái niệm quản lý nhà nước về PCCC đối với bệnh viện; làm rõ các đặc điểm liên quan đến quản lý nhà nước về PCCC đối với bệnh viện; hệ thống các cơ sở pháp lý liên quan đến quản lý nhà nước về PCCC đối với bệnh viện; phân tích trách nhiệm của lực lượng Cảnh sát PCCC và CNCH trong quản lý nhà nước về PCCC đối với bệnh viện; quan hệ phối hợp giữa lực lượng Cảnh sát PCCC và CNCH với các lực lượng khác trong quản lý nhà nước về PCCC đối với bệnh viện.
- Về thực tiễn: luận án phân tích tình hình đặc điểm có liên quan đến quản lý nhà nước về PCCC đối với bệnh viện; phân tích, đánh giá thực trạng quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH; chỉ rõ những kết quả đạt được, hạn chế, thiếu sót và nguyên nhân của những hạn chế thiếu sót. Luận án đưa ra các dự báo tình hình các yếu tố tác động và những thuận lợi, khó khăn trong quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH; đưa ra 7 giải pháp nhằm nâng cao hiệu quả quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH nổi bật như: (1) tham mưu với cơ quan nhà nước có thẩm quyền ban hành, hướng dẫn và tổ chức thực hiện văn bản quy phạm pháp luật về PCCC đối với bệnh viện; đề xuất sửa đổi, bổ sung hoàn thiện cơ sở pháp lý quản lý nhà nước về PCCC đối với bệnh viện; (2) nâng cao chất lượng công tác thẩm duyệt thiết kế, nghiệm thu về PCCC đối với bệnh viện; (3) hoàn thiện nội dung, đa dạng hình thức tuyên truyền, phổ biến pháp luật và kiến thức về PCCC đối với bệnh viện; (4) nâng cao chất lượng công tác kiểm tra, xử lý vi phạm quy định về PCCC đối với bệnh viện; (5) nâng cao chất lượng công tác lập, thực tập phương án chữa cháy, tổ chức chữa cháy, điều tra nguyên nhân vụ cháy tại bệnh viện; (6) hướng dẫn xây dựng lực lượng PCCC cơ sở và trang bị phương tiện PCCC tại các bệnh viện; (7) tăng cường phối hợp giữa lực lượng Cảnh sát PCCC và CNCH với các đơn vị khác trong quản lý nhà nước về PCCC.

- About theory: The thesis contributes to clarification of theoretical issues about the state management of fire prevention and fre fighting for hospitals according to the Fire Police Force’s functions such as:
Characteristics of hospitals related to fire prevention, fire fighting and rescue, analyze safety requirements and conditions for fire prevention and fire fighting in hospitals; develop the concept of the state management of fire prevention and fire fighting in hospitals; provide characteristics related to the state management of fire prevention and fighting in hospitals; systematize the legal bases related to the state management of fire prevention and fire fighting in hospitals; analyze the Fire Police Force’s responsibilities for the state management of fire prevention and fire fighting in hospitals as well as the coordination between the Fire Police Force and other forces to ensure the state management of fire prevention and fighting in hospitals.
- About practice: the thesis analyzes the situation and characteristics related to the state management of fire prevention and fire fighting in hospitals; analyzes and evaluates the current status of the state management of fire prevention and fire fighting in hospitals according to the Fire Police Force’s functions; indicates the achievements, limitations, weaknesses and the causes of these limitations and weaknesses. The thesis gives forecasts of the situation of influencing factors and advantages and disadvantages in the state management of fire prevention and fighting in hospitals according to the Fire Police Force’s functions; proposes 7 solutions to improve the effectiveness of the state management of fire prevention and fire fighting in hospitals according to the Fire Police Force’s functions, including: (1) advise competent authorities to promulgate, guide and organize the implementation of legal documents on fire prevention and fighting for hospitals; propose amendments and supplements to complete the legal basis for state management of fire prevention and fighting for hospitals; (2) improve the quality of design review and acceptance of fire prevention and fire fighting for hospitals; (3) improve the contents and diversify forms of publictizing fire safety, dissemination of laws and knowledge on fire prevention and fighting for hospitals; (4) improve the quality of inspection and handling of violations of fire prevention and fire fighting regulations for hospitals; (5) improve the quality of preparation and practice of fire prevention and fire fighting plans, conduct fire fighting activities, investigate the causes of fires in hospitals; (6) guide the development of grassroots fire prevention and fire fighting local units and provision of fire prevention and fire fighting equipment in hospitals; (7) strengthen the coordination between the Fire Police Force and other local units in the state management of fire prevention and fire fighting.
