10. Tóm tắt các kết quả của luận văn:
Luận văn nghiên cứu, đánh giá tổng thể các vấn đề liên quan đến việc quản lý nhà nước về công tác PCCC của lực lượng Cảnh sát PCCC&CNCH tỉnh Bình Thuận đối với nhà máy thủy điện. Trên cơ sở nghiên cứu, phân tích, làm rõ các vấn đề liên quan đến nhà máy thủy điện, quản lý nhà nước về PCCC đối với nhà máy thủy điện, đặc điểm nguy hiểm về cháy nổ đối với nhà máy thủy điện; thực trạng công tác quản lý nhà nước về PCCC đối với nhà máy thủy điện của lực lượng Cảnh sát PCCC&CNCH tỉnh Bình Thuận. Luận văn đã chỉ ra những ưu, khuyết điểm, nguyên nhân và đề ra các giải pháp nhằm nâng cao hiệu lực quản lý nhà nước về PCCC đối với nhà máy thủy điện trên địa bàn tỉnh Bình Thuận.
Xuất phát từ thực tế QLNN về PCCC và những yêu cầu về PCCC đối với các thủy điện, đề tài luận văn đề xuất một số giải pháp nhằm nâng cao hiệu lực QLNN về PCCC của Lực lượng Cảnh sát PCCC đối với các thủy điện trên địa bàn tỉnh BìnhThuận mang tính đồng bộ như sau: Thường xuyên điều tra cơ bản nắm chắc tình hình; tham mưu cho các cấp, các ngành văn bản chỉ đạo về công tác PCCC; đổi mới nội dung, hình thức tuyên truyền về PCCC đối với các nhà máy thủy điện; Hướng dẫn người đứng đầu các nhà máy thủy điện thực hiện công tác PCCC; nâng cao chất lượng, trang bị phương tiện cho lực lượng PCCC cơ sở; Tổ chức tốt công tác thanh tra, kiểm tra an toàn PCCC và xử lý nghiêm các hành vi vi phạm quy định về PCCC; Tổ chức xây dựng và thực tập phương án chữa cháy theo đúng quy định; kiện toàn tổ chức, trang bị phương tiện và nâng cao chất lượng cán bộ cảnh sát PCCC làm công tác quản lý nhà máy thủy điện; phối hợp tốt với các đơn vị trong và ngoài lực lượng góp phần nâng cao hiệu lực quản lý Nhà nước về PCCC; nghiên cứu xây dựng đề án thành lập các Đội Cảnh sát PCCC& CNCH tại khu vực có nhiều nhà máy thủy điện.

Kết quả nghiên cứu của luận văn là cơ sở để giúp lực lượng Cảnh sát PCCC & CNCH áp dụng vào việc triển khai các giải pháp quản lý đối với các thủy điện trên địa bàn tỉnh Bình Thuận và dùng làm tài liệu tham khảo trong quá trình nghiên cứu, học tập tại Trường Đại học PCCC.

10. Summary of the findings of the thesis:
This is adissertation study and general assessment of issues related to the state management of fire prevention and fighting, work of fire prevention, and fighting police of Binh Thuan province for hydropower plants. The research clarifies and analyzes issues related to hydropower plants, state management of fire prevention for hydropower plants, and characteristics of fire and explosion hazards for hydropower plants for BinhThuan Fire and Fighting Police. The thesis has pointed out the advantages, disadvantages, causes and solutions to assist the improvement and effectiveness of state management of fire prevention in hydropower plants located in the Binh Thuan province.
The analysis and research from the state management on fire prevention and firefighting requirements for hydropower proposed a number of solutions to improve the effectiveness of fire prevention and fighting FPFF for hydropower Binh Thuan province as follows:
- Regularly investigate the basic situation.
- Advise all levels and branches on documents on fire prevention and fighting.
- Renovate of contents and forms of propaganda on fire prevention and fighting for hydropower plants.
- Instruct the heads of the hydropower plants to carry out fire prevention and fighting.
- Improve quality and equip facilities for FPF.
- Organize the inspection and examination of fire prevention and fighting and strictly handle acts of violating the regulations on fire prevention and fighting.
- Organize the building and practice of fire fighting plans strictly according to regulations.
- Consolidate the organization, provide the means to improve the quality of fire police officers to manage the hydropower plant.
- Coordinate with units inside and outside the force to improve the effectiveness of state management of fire prevention and fighting.
- Study and develop projects to set up police and fire brigades in areas where there are many hydropower plants.
11. Summary of the findings of the thesis:
The research results of the dissertation will be used as a basis to help FPFF & CNCH police deploy the management solutions for hydropower in Binh Thuan province and use as reference material in the process. It can also be used as a reference for study at the fire prevention and fighting school.
