- Luận án là công trình khoa học đầu tiên nghiên cứu đầy đủ, toàn diện, có tính hệ thống công tác quản lý nhà nước về phòng cháy và chữa cháy đối với khách sạn cao tầng ở Việt Nam theo chức năng của lực lượng Cảnh sát PCCC và CNCH. Việc nghiên cứu luận án phù hợp với chủ trương, quan điểm chỉ đạo của Đảng, pháp luật của Nhà nước, quy định của Bộ Công an, đảm bảo các phương châm trong công tác phòng cháy chữa cháy, lấy phòng ngừa là chính, chủ động ứng phó xử lý các tình huống cháy, nổ xảy ra, nhằm giảm thiểu thấp nhất số vụ cháy xảy ra và thiệt hại do cháy gây ra, góp phần bảo đảm an ninh, trật tự xã hội trong tình hình hiện nay.
- Luận án đã xây dựng, bổ sung và góp phần phát triển lý luận quản lý nhà nước về phòng cháy và chữa cháy đối với khách sạn cao tầng ở Việt Nam theo chức năng của lực lượng PCCC và CNCH, cụ thể là: xây dựng khái niệm, chỉ ra các đặc điểm, phân tích làm rõ nội dung, trách nhiệm và quan hệ phối hợp của lực lượng Cảnh sát PCCC và CNCH.
- Luận án đã tổng kết thực tiễn công tác quản lý nhà nước về PCCC đối với khách sạn cao tầng ở Việt Nam từ năm 2013 đến hết tháng 6 năm 2023 theo chức năng của lực lượng Cảnh sát PCCC và CNCH. Trên cơ sở khảo sát, luận án đã đưa ra những nhận xét, đánh giá về những kết quả đạt được, những hạn chế, thiếu sót và lý giải nguyên nhân của những hạn chế, thiếu sót.
- Luận án đã đưa ra các dự báo và đề xuất 07 nhóm giải pháp phù hợp, có tính khả thi để góp phần nâng cao hiệu quả công tác quản lý nhà nước về PCCC đối với khách sạn cao tầng ở Việt Nam theo chức năng của lực lượng Cảnh sát PCCC và CNCH trong thời gian tới.

Fire prevention and rescue. The thesis research is in accordance with the Party's policies and directions, the State's laws, and the regulations of the Ministry of Public Security, ensuring the motto in fire prevention and fighting, taking prevention as the main priority; proactively respond and handle fire and explosion situations to minimize the number of fires and damage caused by fires, contributing to ensuring security and social order in the current situation.
- The thesis has built, supplemented and contributed to the development of the theory of state management of fire prevention and fighting for high-rise hotels in Vietnam according to the functions of the fire prevention and rescue force, specifically: construction concepts, point out the characteristics, analyze and clarify the content, responsibilities and coordination relationships of the Fire and Rescue Police forces.
- The thesis has summarized the practice of state management of fire prevention and fighting for high-rise hotels in Vietnam from 2013 to the end of June 2023 according to the functions of the Fire and Rescue Police force. Based on the survey, the thesis has provided comments and assessments on the achieved results, limitations and shortcomings, and explained the causes of the limitations and shortcomings.
- The thesis has made predictions and proposed 07 groups of appropriate and feasible solutions to contribute to improving the effectiveness of state management of fire prevention and fighting for high-rise hotels in Vietnam according to the functions of the government. Fire and Rescue Police force in the near future.
