The thesis studies textbooks, topics, theses, articles... on fire prevention, fire fighting and rescue for radio and television facilities and state management of fire prevention, fire fighting and rescue for radio and television facilities in the country and in the world, thereby drawing out the unique characteristics and requirements for fire prevention, fire fighting and rescue for this special type of facility, experiences and lessons in state management of fire prevention, fire fighting and rescue. 2. The thesis systematizes, analyzes, clarifies, and generalizes relevant legal documents and theories on state management of fire prevention, fire fighting, rescue, and salvage for radio and television facilities according to the functions of the Fire Prevention, Fire Fighting and Rescue Police force. The thesis analyzes and clarifies the situation and characteristics related to state management of fire prevention, fire fighting, rescue, and salvage for radio and television facilities according to the functions of the Fire Prevention, Fire Fighting and Rescue Police force, and at the same time surveys and clarifies the current status of implementation. Based on the research results, the thesis presents the results achieved, limitations, shortcomings and causes of the limitations and shortcomings as a basis for developing solutions to improve the effectiveness of the organization and implementation in the coming time. 4. - Luận án nghiên cứu giáo trình, đề tài, luận án, bài báo… về PCCC và CNCH đối với cơ sở phát thanh, truyền hình và quản lý nhà nước về PCCC và CNCH đối với cơ sở phát thanh, truyền hình ở trong nước và trên thế giới, từ đó rút ra những đặc điểm riêng và yêu cầu về PCCC và CNCH đối với loại hình cơ sở đặc thù này, những kinh nghiệm và bài học trong công tác quản lý nhà nước về PCCC và CNCH.
- Luận án hệ thống, phân tích làm rõ, khái quát hoá các văn bản quy phạm phạm luật liên quan và lý luận quản lý nhà nước về PCCC và CNCH đối với cơ sở phát thanh, truyền hình theo chức năng của lực lượng Cảnh sát PCCC và CNCH. Cụ thể, xây dựng khái niệm có liên quan; phân tích, làm rõ yêu cầu, đặc điểm quản lý nhà nước về PCCC và CNCH; phân tích tổ chức thực hiện nhiệm vụ quản lý nhà nước về PCCC và CNCH đối với cơ sở phát thanh, truyền hình.
- Luận án phân tích, làm rõ tình hình, đặc điểm có liên quan đến quản lý nhà nước về PCCC và CNCH đối với cơ sở phát thanh, truyền hình theo chức năng của lực lượng Cảnh sát PCCC và CNCH, đồng thời khảo sát, làm rõ thực trạng tổ chức thực hiện. Trên cơ sở kết quả nghiên cứu, luận án đưa ra những kết quả đạt được, hạn chế, thiếu sót và nguyên nhân của những hạn chế thiếu sót làm cơ sở cho việc xây dựng các giải pháp nâng cao hiệu quả trong tổ chức thực hiện thời gian tới.
