Mục đích nghiên cứu Nghiên cứu bổ sung, phát triển lý luận quản lý nhà nước về PCCC đối với bệnh viện và đề xuất một số giải pháp nâng cao hiệu quả quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH. 2. Đối tượng nghiên cứu Lý luận và thực tiễn hoạt động quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH. 3. Phương pháp nghiên cứu Tác giả đã sử dụng các phương pháp luận cơ bản để nghiên cứu luận án, đồng thời còn sử dụng các phương pháp nghiên cứu khoa học cụ thể như: phương pháp nghiên cứu tài liệu; Phương pháp thống kê, so sánh; Phương pháp phân tích và tổng hợp; Phương pháp nghiên cứu điển hình; Phương pháp chuyên gia; Phương pháp dự báo khoa học. 4. Các kết quả chính và kết luận - Luận án đã khái quát tổng quan tình hình nghiên cứu liên quan đến quản lý nhà nước về PCCC đối với bệnh viện thông qua kết quả nghiên cứu một số công trình như: sách chuyên khảo, giáo trình, luận án tiến sĩ, kỷ yếu hội thảo khoa học trong và ngoài nước đã công bố. Thông qua đó, rút ra những nhận xét chung và xác định những vấn đề luận án cần tiếp tục nghiên cứu. - Luận án đã làm rõ những vấn đề lý luận về công tác quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH; xây dựng khái niệm có liên quan, điều kiện an toàn, tính chất nguy hiểm cháy, nổ của bệnh viện; phân tích đặc điểm, cơ sở pháp lý quy định quản lý nhà nước về PCCC đối với bệnh viện; phân tích trách nhiệm quản lý nhà nước về PCCC đối với bệnh viện; quan hệ phối hợp giữa lực lượng Cảnh sát PCCC và CNCH với các lực lượng khác trong quản lý nhà nước về PCCC đối với bệnh viện. - Luận án đã phân tích tình hình đặc điểm có liên quan đến quản lý nhà nước về PCCC đối với bệnh viện; đánh giá thực trạng quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH; chỉ rõ những kết quả đạt được, hạn chế, thiếu sót và nguyên nhân của những hạn chế thiếu sót. - Luận án đã đưa ra các dự báo tình hình các yếu tố tác động và những thuận lợi, khó khăn trong quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH. Trên cơ sở những dự báo và các nguyên nhân của những hạn chế, thiếu sót, luận án đã đưa ra 07 giải pháp nhằm nâng cao hiệu quả quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH. 5. Ý nghĩa khoa học và thực tiễn - Kết quả nghiên cứu của luận án sẽ được dùng làm luận cứ để hoàn thiện, nâng cao hiệu quả quản lý nhà nước về PCCC của lực lượng Cảnh sát PCCC và CNCH đối với bệnh viện. Kết quả của luận án giúp lực lượng Cảnh sát PCCC và CNCH tham khảo, vận dụng các giải pháp để khắc phục những hạn chế, bất cập và từng bước nâng cao hiệu quả quản lý nhà nước về PCCC đối với bệnh viện; hoàn thiện chức năng, nhiệm vụ, kiện toàn mô hình tổ chức đáp ứng yêu cầu, nhiệm vụ quản lý nhà nước về PCCC trong tình hình hiện nay và thời gian tới. - Luận án được nghiên cứu hoàn thành có thể làm tài liệu tham khảo, nghiên cứu giảng dạy tại trường Đại học PCCC và một số cơ sở đào tạo khác có liên quan; được sử dụng trong quản lý nhà nước về PCCC đối với bệnh viện theo chức năng của lực lượng Cảnh sát PCCC và CNCH.

I. OPENING SUMMARY

Research purposes The research is to supplement and develop theories on the state management of fire prevention and fire fighting in hospitals and propose several solutions to improve the effectiveness of the state management of fire prevention and fire fighting in hospitals according to the functions of the Fire Police Force. 2. Research objects Theory and practice of the state management of fire prevention and fire fighting in hospitals according to the functions of the Fire Police Force. 3. Research methodology The author used basic methodology to conduct this research thesis and also applied specific research methods such as: library research by gathering and analysing documents; statistical and comparative analyses; synthesis; case study; expert consultation; scientific predictions. 4. Main research results and discussion - The thesis outlined the overall research situation related to state management of fire prevention and fire fighting in hospitals through analysing a number of documents such as monographs, textbooks, doctoral theses, and summary records of scientific conferences that have been published within the country and beyond. Then, the thesis drew out general conclusions and identifed the thesis issues that need further research. - The thesis clarified general theoretical issues on state management of fire prevention and fire fighting in hospitals according to the functions of the Fire Police Force; developed related concepts, safety conditions, fire and explosion hazards in hospitals; analyzed characteristics and legal basis for state management of fire prevention and fire fighting in hospitals; analyzed the responsibility for state management of fire prevention and fire fighting in hospitals and the coordination between the Fire Police Force and other forces to ensure state management of fire prevention and fire fighting in hospitals. - The thesis analyzed the situation and characteristics related to state management of fire prevention and fire fighting in hospitals; assessed the current state of state management of fire prevention and fire fighting in hospitals according to the Fire Police Force’s functions; indicated the achieved results, limitations, weaknesses and their causes. - The thesis forecasted the situation of influencing factors, the advantages and disadvantages in state management of fire prevention and fire fighting in hospitals according to the Fire Police Force’s functions. Based on these forecasts and the causes of limitations and weaknesses, the thesis proposed seven solutions to improve the effectiveness of state management of fire prevention and fire fighting in hospitals according to the Fire Police Force’s functions. 5. Scientific and practical significance - The results of the research thesis will be used as arguments to improve the effectiveness of the Fire Police’s state management of fire prevention and fire fighting in hospitals. The thesis results will help the Fire Police Force to refer and apply suggested solutions to overcome the limitations and weaknesses, gradually improving the effectiveness of the force’s state management of fire prevention and fire fighting in hospitals. It will also allow the force to improve its functions and tasks, as well as build up a complete organisation model to satisfy the requirements for state management of fire prevention and fire fighting in the current situation and in the coming time. - The completed thesis can be used as a reference source as well as a document for teaching  and research at the University of Fire Prevention and Fighting and some other related institutions. It can also be applied in state management of fire prevention and fire fighting for hospitals according to the Fire Police Force’s functions.
